I was watching the 90s X-Men Animated Series last night with kmfollia while we customized. As we reached the season 2 finale, Reunion pt. 2, I noticed this guy: I kinda figure he's just some background Savage Land extra made up for the show. However, this show was surprisingly diligent about being comic accurate and finding cameos to fill their backgrounds! Now, I'm pretty up on my X-Men characters but I've never seen this guy before. I wouldn't really care one way or another except he's a near perfect match for this guy: I could make him regardless, but if I did I'd like to know if he's an actual character or just a background dude. Any super sleuths out there able to help me out??

I don't remember that episode, but you are probably right about it being a Savage Land extra. However, since the X-men seem to be in savage attire, then maybe the pony-tailed guy is too. The closest guy that comes to mind for me is Gideon from X-Force: marvel.wikia.com/Gideon_(Earth-616)

The people in the back aren't the X-Men. It's Shanna the She-Devil and other Savage Land people (Ka-Zar and Zabu were also in that episode- moments later the guy in question gets hit in the head with a rock by Ka-Zar!). The X-Men were in their normal costumes throughout the episode.
Thanks for the suggestion, but I doubt it's supposed to be Gideon. He never appears in the 90's X-Men show and I feel like they might have made a bigger deal out of it being here. And I can't find any connection between Gideon and the Savage Land in the comics. So it would seem unlikely (though not impossible!) that they would randomly choose him to be there with no explanation (that guy is literally in this episode for about 3 seconds before getting hit with a rock).
